In twenty-six pages, the Security Council issued its semi-annual report regarding the implementation of UNSC Resolution 1701, listing violations of the resolution and warning that the continuation of confrontations in the south would hurt the entire region.
"Nidaa Al-Watan" newspaper noted that this time, the Security Council's report focused on Hezbollah, adding to it other parties and factions accused of violating the Blue Line, describing them as armed groups operating outside the state's purview, and calling for putting an end to them.
It did not directly condemn Israel but accused it of violating the "Blue Line", warning that the continuance of confrontations in the south would hurt the entire region.
The newspaper mentioned that the Security Council's report detailed the Lebanese situation in all its aspects, from the obstructed presidency to the functioning of the parliament and the government, and its head, without neglecting to mention Lebanon's failure to undertake most of the basic actions necessary to reach an agreement with the International Monetary Fund.
Regarding the military situation in the south, the Security Council's report provided a comprehensive evaluation of the implementation of the international UNSC Resolution 1701 from last October to February, noting an intensification of firing across the "Blue Line" and its geographical expansion in violation of the ceasefire and the resolution, and that the shelling reached the depths of Lebanese and Israeli territories.
The semi-annual report expressed deep concern about the continuing breaches across the "Blue Line", speaking about exchanges of fire between Hezbollah and Israel "and other armed groups not affiliated with the state", advising the use of diplomatic means to avoid further escalation.
It also extensively discussed breaches, showcasing military operations involving Lebanon and Israel, noted the use of unauthorized weapons, and called on the Lebanese state to take the necessary measures to ensure there is no weapon outside the state.
The newspaper noted that what was new in the Security Council's report was its detailing of the parties conducting military operations from the south, mentioning operations conducted by the "Amal" movement and the fall of 11 of its members, and "Hamas" and the Palestinian "Islamic Jihad" and the fall of 25 of their members. In more than one paragraph, the criticism of illegal weapons was reiterated more than in previous reports.
The newspaper considered it important that the Security Council’s report, with its detailed narration of violations of the international UNSC Resolution 1701 on the "Blue Line", serves as a reference for the annual renewal of the mandate for the peacekeeping forces in Lebanon.
It noted that the report stressed the actions of Hezbollah against Israel over the assaults launched by Israel, implying that Lebanon is required to tighten control and be condemned, accusing the Lebanese state of not taking steps to address the illegal weapons, including Hezbollah's arms within this category.
