Sayegh Urges Minister to Reverse Controversial Circular on Public and Communal Lands

MP Salim Sayegh sharply criticized a recent circular issued by Finance Minister Yassine Jaber regarding the registration of un-surveyed and communal lands, calling it “unacceptable in every respect” and a move that risks deepening social divisions.

The circular, addressed to all real estate judges, surveyors, local chiefs (“mukhtars”), and property registry officials, instructed that un-surveyed properties and shared communal lands be registered first in the name of the State before being transferred to municipalities or individuals. It also prohibited mukhtars from issuing official attestations of possession or knowledge (a formal statement or attestation by a local authority that they personally know, have observed, or are aware of the facts concerning a property or individual) for these lands and emphasized that only real estate judges can verify long-term possession. The circular was issued after authorities observed a rise in attempts to register or transfer such lands to municipal or private ownership without proper documentation.

Sayegh described the circular as “twisting the knife in the wound,” asserting that it comes at “one of the most dangerous moments Lebanon is facing” and risks fostering disputes between communities and citizens over land ownership.

“We hold Minister Jaber — whose career we respect — to a higher standard,” Sayegh said, urging him not to fall into “the trap of division and deepening sectarian splits.” He warned that the circular could exacerbate existing tensions and undermine social cohesion at a sensitive time.
