The State Department statement – reportedly agreed to by both governments – marked a significant diplomatic shift. During the joint committee session, the Kataeb Party proposed the approval of a bill to establish the Disaster Management Authority, naming it after Martyr Minister Pierre Gemayel.
The latter originally presented the proposal in 2001, and it was reviewed by the parliamentary Public Works Committee in his presence (the last review was days before his assassination).
Subsequently, Kataeb MP Samy Gemayel reintroduced the proposal to the Parliament.
