In a much-anticipated move, Lebanese Parliament's Public Health, Labor, and Social Affairs Committee will convene on Monday, May 26, to discuss a draft law proposed by MP Samy Gemayel. The legislation seeks to enroll municipal mukhtars (local elected officials) in the National Social Security Fund (NSSF) for life; a measure designed to provide them with lasting social and health protections.
The proposal is expected to be advanced for approval during the upcoming legislative session.
The initiative responds directly to the mounting economic and social challenges faced by mukhtars and their families, and represents a concrete step toward establishing a social safety net that guarantees them a basic level of security and dignity. Although mukhtars play a vital role as foundational figures in local governance and as primary providers of essential services to citizens, they currently lack access to any social or health benefits commensurate with their responsibilities and public contributions.
If enacted, the law would go beyond a mere legislative adjustment. It would ensure that mukhtars are covered by the National Social Security Fund for the entirety of their lives, allowing them to benefit from health and social services even after their terms end, much like other public employees under the system.
