Lebanon is preparing to present the latest assessment of its weapons control plan south of the Litani River, even as Hezbollah signals it will not cooperate with the next phase, according to government and military sources cited by Nidaa Al-Watan.
The Lebanese army’s report, scheduled to be submitted by Commander General Rodolph Haykal at Thursday’s cabinet session, will confirm that the first phase of the plan has been largely completed. Officials note, however, that certain areas remain outside government control due to Israel’s continued occupation of five strategic positions and its ability to dominate the outskirts of numerous border towns with fire. These conditions mean that the full implementation of the plan depends on factors beyond Lebanon’s direct control.
Sources caution that the second phase faces a significant obstacle: the absence of a clear timeline for implementation if Hezbollah does not fully cooperate. This could expose Lebanon to considerable political, security, and economic pressure. Analysts say the phase could coincide with renewed international financial and economic leverage, alongside ongoing security monitoring. The phase's success is largely viewed as a direct test of the Lebanese State’s ability to reclaim its sovereign decision-making and prevent its territory from being used again as a platform for regional conflict.
Prominent political circles told Nidaa Al-Watan that Hezbollah has effectively signaled it will not cooperate with the second phase of the disarmament plan. They also noted that the world is now witnessing a significant U.S. push in the region, with what they describe as a U.S. “target bank” already being implemented in Iran and Venezuela, and expected to expand in subsequent stages.
