Hezbollah’s decision to suspend financial compensation for war victims has raised fears among recipients that they may not receive funds owed for damages caused during the conflict, security sources and beneficiaries told Al-Modon.
The party had previously begun distributing payments even before the ceasefire, covering repairs to homes and businesses, as well as furniture costs and rental assistance for displaced families. However, the recent announcement, issued through the Al-Qard al-Hassan Association halting the issuance of compensation checks “until further notice,” has revived concerns about the group’s ability to fulfill its commitments.
Some beneficiaries have started offering unpaid checks for sale at discounted rates—sometimes up to half their face value—creating a secondary market and fueling uncertainty about whether recipients will be able to collect their money, at least in the near term. According to Al-Modon, some holders of unpaid checks are offering them for sale to buyers willing to take the risk of waiting for Hezbollah to resume compensation.
“The process involves high risks,” one source said. “The case could be closed, and expected reconstruction funds could be counted as the final settlement, resulting in a total loss for the checkholder.”
Reactions among recipients have varied. Some expressed understanding of the suspension, citing the party’s financial and operational challenges amid regional developments and ongoing attacks on Hezbollah members. Others voiced frustration, arguing they are entitled to compensation for the war initiated by the party’s Gaza support campaign, which caused widespread destruction.
Some supporters remain confident that payments will resume.
“Al-Qard al-Hassan has consistently demonstrated its ability to pay in previous cases, whether in cash or gold,” a source familiar with the matter said.
Still, experts caution against purchasing unpaid checks, warning that it could create a black market and lead to disputes between sellers and buyers.
