Sayegh: How Long Will Administrative Chaos Persist?

Kataeb Lawmaker Selim Sayegh held a press conference at the parliament in which he announced that he had sent a letter to caretaker Prime Minister Najib Mikati, rejecting "Acting appointment" status in public administrations.

He highlighted a circular issued by the Civil Service Council abolishing such appointments and any other unofficial titles. 

Sayegh disclosed a new instance of an "Acting appointment" status, where the Minister of Public Works and Transport, Dr. Ali Hamieh, issued decision No. 396/1 on 28/6/2024, assigning Dr. Gabi Hajj as head of the Urban Planning Department in Jounieh, justifying that the engineer was qualified for the task to ensure smooth and orderly operations.

The Kataeb Lawmaker began the conference stating: "How long will administrative chaos persist? What value do administrative decisions hold today if they are legally binding or if government decisions made in the Cabinet were never implemented?"

"I decided to raise this issue today because we have not seen such blatant favoritism and casual manipulation of the country's resources and the dignity of its people in Lebanon's political history since the establishment of Greater Lebanon. The issue of public administration is about people's lives and managing their affairs based on clear standards defined by law, which is the collective will of the Parliament representing the nation," he said.

"How can a minister or an administration violate the most basic rules, in whose name or for what reason, and who protects these violations?" Sayegh asked.
