Hezbollah has drawn up what Israeli security sources describe as a systematic plan aimed at occupying Beirut and marginalizing pragmatic political forces inside Lebanon, according to a report by Israel's Walla on Tuesday.
According to sources within the Israeli security establishment, Hezbollah believes Israel is advancing a broader plan to partition Lebanon; a scenario Hezbollah views as involving the loss of significant portions of Lebanese territory to Israeli control.
Israeli officials say this assessment, which they describe as unfounded, is nonetheless shaping Hezbollah’s internal decision-making and increasing pressure on Hezbollah leader Naim Qassem, who is now reportedly compelled to distribute his forces between Beirut, southern Lebanon, and the Bekaa Valley.
Walla reported that Hezbollah has developed a structured operational plan aimed at consolidating influence in Beirut and pushing back political actors advocating rapprochement with Western countries or normalization with Israel.
Security sources further said that Iranian financial support to Hezbollah has been significantly reduced in recent months. Combined with sustained Israeli strikes targeting personnel and economic infrastructure — including banking networks, currency exchange operations, and fuel facilities — Hezbollah is currently facing one of its most severe financial pressures in years.
The group is also struggling, according to the same sources, to sustain support for large numbers of civilians displaced from villages in areas under Israeli military control, as well as those who have fled ahead of expanding combat zones.
