Lebanon Working on Resolution 1701-Style Negotiating Framework Ahead of Israel Talks

Lebanese political sources say high-level consultations are underway to draft a unified negotiating position ahead of expected talks with Israel, as Beirut seeks to anchor any future process in what officials describe as firm national principles.

According to sources cited by Sky News Arabia, Lebanon is preparing a formal negotiating paper while maintaining several non-negotiable demands. These include a sustained ceasefire, the withdrawal of Israeli forces, the release of detainees, and the return of displaced residents to their hometowns. 

The sources said Beirut is insisting that these core conditions remain unchanged and will not be subject to compromise in any future negotiations.

However, they noted that differences remain over the potential framework governing future relations with Israel, warning of domestic sensitivities and political risks surrounding any perception of normalization.

The same sources said discussions are leaning toward an arrangement modelled on UN Security Council Resolution 1701, though potentially in an amended and expanded form to reflect current conditions on the ground.

Separately, a diplomatic source told Al Hadath that the ceasefire agreement between Israel and Lebanon is expected to influence discussions involving Lebanese Prime Minister Nawaf Salam and the European Union. These talks are focused on economic stabilization, post-conflict recovery assistance, and strengthening Lebanese State institutions, including the army and border management, in parallel with broader efforts to consolidate the ceasefire and support long-term security and governance reforms in the country.

In parallel, Lebanese Foreign Minister Youssef Rajji said Beirut is seeking to reach a permanent ceasefire through negotiations that would secure stability, ensure an Israeli withdrawal, extend full Lebanese State sovereignty over all its territory, and limit the possession of arms exclusively to state institutions.

Rajji also emphasized the importance of continued international support—particularly from friendly European states—for the Lebanese Armed Forces, saying strengthened military capabilities are essential for the army to carry out its role in maintaining security and stability.
