Countering Hezbollah’s Reconstruction Politics and the Council for South Lebanon
In recent weeks, U.S. policy toward Lebanon has been narrowly focused on the process of disarming Iran-backed Hezbollah, as called for in the June trilateral framework agreement. Less attention has been paid to postwar reconstruction, another critical element of the agreement. Early indications suggest that Beirut’s current approach to this undertaking could wind up strengthening rather than marginalizing Hezbollah, since the government is apparently relying on the Council for South Lebanon (CSL)—an institution closely associated with Speaker of Parliament Nabih Berri, the head of the Amal Party and Hezbollah’s chief political ally—to manage much of the process.

Lebanon PM Denounces ‘Destructive Plan’ amid Intense Israeli Strikes
Lebanese Prime Minister Najib Mikati denounced a “destructive plan” amid intense Israeli strikes Monday on east and south Lebanon and as Israel’s military said it attacked some 150 Hezbollah targets.
“The continuing Israeli aggression on Lebanon is a war of extermination in every sense of the word and a destructive plan that aims to destroy Lebanese villages and towns,” Mikati told a cabinet meeting.
He urged "the United Nations and the General Assembly and influential countries... to deter the (Israeli) aggression.”
