Kataeb Party leader and MP Samy Gemayel on Monday drew attention to parliamentary procedure after Speaker Nabih Berri called for a general session next Thursday to continue reviewing draft laws and legislative proposals.
In a post on X, Gemayel cited Article 109 of parliament’s Rules of Procedure, which allows the speaker to submit an urgent and repeated draft law or proposal to the chamber at the first session held after its submission, even if it is not listed on the agenda.
Berri’s call for the session comes after the Lebanese cabinet approved an amendment to the electoral law last month and President Joseph Aoun referred the draft to parliament with “double urgency” status.
The proposed amendment would temporarily suspend key provisions of the current electoral law, including Article 112, which limits Lebanese expatriates to voting for six designated parliamentary seats. Under the government-backed draft, expatriates would be allowed, on a one-time basis in the 2026 parliamentary elections, to vote for all 128 members of parliament instead of being restricted to the six-seat quota.
The bill also includes technical changes related to expatriate voting mechanisms and extends the deadline for overseas voter registration until the end of the year.
