Kataeb Political Bureau member Joelle Bou Abboud stated that "Kataeb Party leader MP Samy Gemayel’s meeting with Head of President-elect Donald Trump’s Arab outreach campaign Massad Boulos is part of a series of meetings held in Paris, aimed at amplifying the opposition’s voice against Hezbollah. We fear an agreement or settlement might be made at the expense of Lebanon's sovereignty."
In an interview with LBCI, Bou Abboud emphasized, "Our stance on Hezbollah is not new; the Kataeb’s position has consistently been against Hezbollah’s arms, advocating for weapon control solely by the Lebanese State. However, Hezbollah has wielded its weapons for 30 years, leading to Lebanon’s devastation."
She noted, "Hezbollah failed in this conflict without aiding Gaza and has turned South Lebanon into a similar State, leaving us with an imbalance but constant fear."
She added, "After the conflict ends, we must change the ‘balance of terror’ logic, as it has had a disastrous impact on the Lebanese people. Our issue with Hezbollah should not be about weakening the Shia community, and this principle applies to all sects."
She continued, "We call on Hezbollah to integrate into the State, return to its fold, and participate in the political sphere equally with other groups through State institutions. It is no longer acceptable to revert to the situation before October 7."
Bou Abboud asserted that "the Israeli army considers itself victorious after inflicting damage on Hezbollah, so it is heightening its conditions for a ceasefire, as seen in Gaza. To remove this pretext, we need the Lebanese army to deploy along the southern border and enforce UNSC Resolution 1701 in full."
She remarked, "The path Hezbollah is taking is draining Lebanon and its people. Hezbollah views the establishment of the State as surrender to Israel, but we cannot selectively implement UNSC Resolution 1701—it must be fully enacted."
She pointed out that Lebanon faces an Israeli-Iranian war on its soil, and thus, pressure from the United States and European nations on Iran is essential to end this conflict.
She also noted, "U.S. President Donald Trump was bold in enforcing policies, notably the Abraham Accords, seeking peace and stability globally, even by force."
Bou Abboud highlighted Israel’s intent to incite discord in Lebanon, urging the other group to recognize this and return to State institutions to prevent Israel from achieving its goals. On the refugee issue, she observed that most refugees desire to live safely, though a few still believe that ‘resistance’ is the solution.
She stated, "In shelters, some refugees possess individual weapons, as Hezbollah-controlled areas did not submit to the law, and these individuals are attempting to replicate this in the regions they’ve relocated to."
She added, "Without a sustainable solution for Hezbollah’s arms, countries that aided us in 2006 are unlikely to offer support today."
On the presidential file, she expressed hope for presidential election sessions, noting that the party responsible for obstructing this process is well-known.
Had the opposing group remained during the June 14, 2023 session for the second round, Lebanon would have had a president.
She emphasized that upholding institutions and democracy requires commitment from all parties, highlighting that since 2007, Hezbollah has hindered government formation over the inclusion of the ‘Army, People, and Resistance’ phrase in the ministerial statement and blocked the presidential process by insisting on Michel Aoun’s election.
She stressed that the constitution needs amendment to restore order within State institutions, ensuring timely execution of constitutional duties, particularly electing a president and forming a government.
"Our relationship with the Lebanese Forces and all the opposition is strong. For nearly a year, we’ve been meeting regularly to establish a conference akin to the Bristol Gathering, to confront Hezbollah’s practices," she indicated.
Regarding the Free Patriotic Movement’s stance on Hezbollah’s arms, she noted that the FPM should advocate for the exclusive armament of the Lebanese army, distancing itself from Hezbollah’s weapons. She added that if the FPM endorses this approach, it would find alignment with other Christian factions, as the strategic disagreement with the FPM is rooted in its support for Hezbollah’s arms.
Addressing the Syrian refugee crisis, Bou Abboud noted that Kataeb proposed a 10-point plan to resolve this issue, but the State disregarded it, emphasizing its duty to control illegal crossings to mitigate the refugee influx.
In conclusion, she stated, "Hezbollah’s arms have prevented the Lebanese from implementing reforms, as this party, through its allies, has continuously obstructed the necessary reforms over the years.”
