Aoun Refers Urgent Electoral Reform Bill to Parliament

President Joseph Aoun on Monday signed a decree referring an urgent draft law to Parliament aimed at amending and temporarily suspending certain provisions of Lebanon's parliamentary elections law.

The decree includes the full text of the draft law, which was approved by the Cabinet during its session on November 6. The proposal would suspend Articles 112, 121, and 122, as well as the first paragraph of Article 118 of the current elections law.

Under the existing law, Article 112 reserves six parliamentary seats for Lebanese expatriates, split evenly between Christians and Muslims. The suspension would allow overseas Lebanese to vote for all 128 members of Parliament in 2026, rather than being limited to the six-seat quota.

The proposed amendments would also suspend provisions governing how these expatriate seats are filled in the event of a vacancy. Articles 121 and 122 currently regulate the replacement of vacant seats in the non-resident (diaspora) district, but the draft law would pause these mechanisms.

In addition, the reform would extend the voter registration deadline for expatriates, pushing it to December 31 instead of November 20.
