On March 2, Hezbollah fired rockets at Israel – though the decision for it to do so was almost certainly made by Iran – carrying Lebanon into a new war with Israeli forces. On the same day, Lebanon's government declared Hezbollah's military and security activities illegal. Shortly thereafter, army commander General Rodolphe Haykal made it clear to Prime Minister Nawaf Salam that the military did not have the means to implement the government's decision. Now, the Lebanese army finds itself in an uncomfortable position.

"Al-Diyar" newspaper stated that "Lebanon, drowning in economic, social, and vital crises, suffers from almost complete collapse of its infrastructure, threatened by the disintegration of its vital sectors such as communications and the internet, after the tariff was raised, in addition to the dollarization of all sectors, the latest of which is the fuel sector."
It pointed out that "today, the problem of water is added to the list with the beginning of the summer season, as owners of water tankers prepare to price in dollar within an open black market framework."
The newspaper also noted that "the tariff for water tankers will be in dollar, like everything else subject to the principle of dollarization."
