Prime Minister Nawaf Salam said Monday that Lebanon's prolonged crisis, compounded by recent Israeli attacks, has prompted the government to pursue a serious and comprehensive reform agenda aimed at restoring stability and attracting investment.
Speaking following a meeting with officials from the Abu Dhabi Fund for Development (ADFD), Salam described the past five years as a period of deep turmoil for Lebanon. He said the country’s worsening financial and political collapse, intensified by the latest war, has acted as a catalyst for change.
“These successive crises have pushed us to engage in a serious reform process,” he told reporters. “Salvation can only come through comprehensive reform.”
Salam said the government has developed a sweeping reform vision centered on four pillars: achieving financial and economic stability, enhancing governance, revitalizing state institutions, and investing in human capital.
Turning to the country’s reconstruction efforts, the prime minister said Lebanon is working to rally international support to rebuild devastated areas and jumpstart the economy. He noted that Lebanon has made a “clear decision to return to the Arab fold” and is actively seeking to attract high-quality investment from regional partners.
Salam described the Abu Dhabi Fund for Development as a “natural partner for Lebanon,” and called for “long-term strategic partnerships” capable of reinforcing both economic development and national stability.
For its part, the ADFD expressed a strong interest in accelerating the launch of initiatives that were proposed during the recent “Forum of Tomorrow,” emphasizing the need to track and measure the impact of these programs on the Lebanese people and private sector.
“We have been instructed to be in Lebanon to support efforts in government development,” an ADFD representative said. “Beginning tomorrow, we will hold a series of sessions focused on priority sectors for the Lebanese Republic.”
“We are here to serve. This is the start of a lasting relationship, and we will follow up on the initiatives and projects that will soon be launched.”
