President Joseph Aoun reiterated that the decision to place all arms under the exclusive control of the Lebanese state has already been made, emphasizing that Lebanon cannot afford to return to a state of conflict. 

"A return to the language of war is prohibited. This is a unified Lebanese demand," Aoun said.

Speaking during a meeting with a delegation from the French Senate at the Baabda Palace on Monday, Aoun stressed the importance of Israel’s withdrawal from five hilltops along Lebanon's southern border. He described this as a crucial step to facilitate the complete deployment of the Lebanese Army along the country’s borders.

The president also highlighted the Lebanese Army’s operations along the northeastern border with Syria, confirming that the army is fully executing its responsibilities. These include counterterrorism efforts, the fight against smuggling, and maintaining internal security. 

On the subject of domestic reforms, Aoun announced that Lebanon has already begun implementing necessary changes, with more on the horizon.

"These reforms are a Lebanese necessity before they are an external demand," he asserted. 

Corruption, Aoun said, will be a central focus of the reform agenda, as the government seeks to better serve the public and reinforce public order. 

The president also revealed plans to establish joint Lebanese-Syrian committees to address long-standing issues between the two countries, such as the demarcation of land and maritime borders, as well as the situation of Syrian refugees in Lebanon, who have remained in the country largely for economic reasons.

Turning to the upcoming municipal elections, Aoun assured the delegation that they will take place as scheduled. He emphasized that the Lebanese state's role is to ensure a secure and efficiently managed election process, while leaving the choice of local representatives in the hands of the Lebanese people.

"We are committed to building the state and restoring trust in it, both domestically and internationally," Aoun concluded, reinforcing his dedication to national stability and his ongoing reform efforts.
