Igor Grechushkin, the owner of the Rhosus cargo ship at the center of the Beirut port explosion investigation, has refused to testify before Lebanon’s lead judicial investigator while in detention in Bulgaria, according to Lebanon’s state-run National News Agency.

Mikati, Ministers Arrive at Diman
Caretaker Prime Minister Najib Mikati and 15 ministers have arrived at the Maronite Patriarchate's summer residence in Diman where they are scheduled to hold a consultative meeting.
