Mansouri Refuses Any Study that Justifies Interfering with Mandatory Reserves

First Vice Governor, Wassim Mansouri, affirmed his conviction that it is not possible to change the existing policies.

"We have previously requested the lifting of banking secrecy on all support files, and the issue is not monetary. The solution does not lie with the central bank but with the government's financial policy," Mansouri said during a press conference with the three vice governors.

"We are at a crossroads, and it is essential to transition to a policy of completely stopping state financing. I will not sign off on any disbursement to fund the government unless it aligns with my convictions and the appropriate legal framework," he noted.

"This is the final opportunity for the country, and I urge everyone to rise above any political disagreements and abide by the laws for 6 months. We are at the disposal of Parliament to complete the examination of the laws within the specified timeframe," he added.

 "Legislating the withdrawal from mandatory reserves at the Central Bank of Lebanon should be conditional on returning the funds. The legislation will be for a specific and conditional period, allowing salaries to be paid in dollars according to Sayrafa," he emphasized.

He noted that during the transitional period, public sector employee salaries will continue to be paid through Sayrafa and banking secrecy will be lifted on everyone.
