A Ukrainian military video showing FPV drones launched from boats to strike a Russian gas platform has highlighted a new and potentially significant threat to offshore energy infrastructure, with Israeli analysts warning that Hezbollah could adopt a similar tactic against Israel’s natural gas installations in the Mediterranean.
The assessment was published by Israel’s Alma Research and Education Center after Ukraine’s military intelligence agency (HUR) released footage on July 29 documenting an attack carried out on Sept. 11, 2024. The video shows first-person-view (FPV) drones launched from small boats against the Petro Hodovanets gas platform in the Black Sea off the coast of Russian-occupied Crimea.
According to HUR, the drones were developed by Ukraine’s Raven Group unit and were used to strike Russian forces stationed on the platform, which Moscow had converted into a military observation and logistics site. The footage is believed to be the first publicly available documentation of FPV drones being launched from boats on the open sea against a maritime energy target.
Alma said the video demonstrates that offshore platforms are no longer threatened only by ballistic missiles, cruise missiles, coastal anti-ship missiles, or long-range drones. Small FPV drones launched from civilian boats, ships, or other maritime platforms could provide attackers with a low-cost method for carrying out highly accurate strikes against isolated offshore facilities while minimizing operational risk.
The think tank argued that the scenario is directly relevant to Israel because Hezbollah operates naval capabilities through Unit 1200 and has previously developed what Israeli officials have described as a covert “maritime file” aimed at attacking Israeli and international targets at sea. The report referenced the case of Imad Amhaz, a senior Hezbollah operative allegedly involved in the maritime project, who was captured by Israeli forces in Batroun in October 2024.
According to Alma, Hezbollah had apparently already planned a similar operational concept against Israel’s Karish and Leviathan gas platforms, and the same tactic could be employed in the future without requiring a major technological breakthrough.
Israeli analysts said Hezbollah has significantly expanded its investment in fiber-optic-controlled FPV drones in recent months. Dozens of such drones have reportedly been launched against Israeli forces in southern Lebanon, with some attacks causing fatalities.
Alma said Hezbollah appears to be adopting tactics developed during the Russia-Ukraine war, including the use of fiber-optic guidance systems that are largely immune to electronic jamming and interception.
The report also cited the seizure of a large weapons shipment at the al-Tanf crossing on the Iraq-Syria border on July 16, 2026, as evidence of Hezbollah’s continued effort to build a substantial stockpile of FPV drones.
According to the report, more than 100 attack drones were discovered inside a fuel truck carrying heavy fuel oil to the Syrian city of Baniyas. The shipment also contained fiber-optic spools, RPG warheads specifically modified for drone deployment with dedicated electric release mechanisms, guided anti-tank missiles believed to be of the Almas type, and components apparently linked to “Fahaba”-type cruise missiles.
Alma said the scale of the shipment suggests Hezbollah is not merely maintaining its drone capabilities but is attempting to build a large offensive inventory. The report noted that local sources have claimed previous smuggling operations through the al-Tanf corridor were successful, although those reports remain unverified.
The Ukrainian operation demonstrated that drones can be launched from boats on the open sea rather than from land, reducing warning time and complicating defensive measures.
Alma said Hezbollah could potentially launch FPV drones from fishing boats, civilian vessels, or larger drones serving as airborne carrier platforms, a tactic that has also been observed during the Russia-Ukraine war.
The report suggested Hezbollah could adopt a “shepherd and flock” operational model in which a larger relay drone controls multiple smaller FPV drones simultaneously. In a maritime environment, such a tactic could allow several drones to be launched from different locations at sea or from the Lebanese coast, potentially overwhelming the detection and defense systems protecting offshore platforms.
The think tank also revisited the role of Amhaz, who was reportedly involved in Hezbollah’s maritime project and served in Unit 7900, the organization’s coastal missile unit. Amhaz allegedly held a Lebanese civilian shipping license and underwent maritime training, reinforcing Israeli claims that Hezbollah sought to build operational infrastructure under civilian cover for future attacks at sea.
Beyond the maritime threat, Alma warned that southern Syria, particularly the Golan Heights region, could become another arena for FPV drone operations against Israel.
The report argued that the region contains several conditions favorable to the operational model of the Iranian-backed “Shi’ite axis”: existing Iranian infrastructure, Hezbollah and Palestinian militant activity, active smuggling routes, geographic proximity to Israel, and what it described as the weakness of Syria’s new government in preventing militant activity in the south.
Israeli analysts said some of the drones intercepted at al-Tanf may have been intended to remain inside Syria for use by Iranian-aligned networks operating near the Israeli border.
The report cited the killing of two Syrian Shi’ite operatives near the village of Hader in southern Syria on June 28, saying they had traveled from northern Syria to carry out attacks against Israel under the direction of the Shi’ite axis.
Alma also examined whether FPV drones could operate in the mountainous terrain of Mount Hermon, known in Arabic as Jabal al-Sheikh.
The report said altitude itself may not be the primary obstacle because drone flight ceilings are measured relative to the operator’s elevation. A drone launched from the slopes of Mount Hermon could therefore reach much higher absolute altitudes than one launched from lower terrain.
The more serious limitation, according to Alma, is wind. Civilian FPV drones are generally designed to withstand winds of roughly 35 to 50 kilometers per hour, while wind speeds near the Hermon summit often approach or exceed those levels, creating a significant operational challenge.
Alma concluded that the Ukrainian video represents an important operational development with direct implications for Israel’s offshore energy infrastructure.
The report said Hezbollah already possesses FPV drones, continues to invest heavily in drone capabilities, and still appears to maintain maritime infrastructure linked to Unit 1200 despite Israeli efforts to disrupt the organization’s maritime network.
Israeli analysts argued that the threat is evolving from a battlefield weapon into a strategic challenge affecting energy assets, national infrastructure, and Israel’s maritime domain. They also warned that the same threat could expand into southern Syria through Iranian-backed networks and smuggling routes.
The report said Israel is continuing to expand its kinetic interception capabilities, but it cautioned that the pace at which low-cost, highly accurate FPV drone technology is advancing may continue to outstrip the development of effective defensive responses.
