The Cabinet is set to meet this morning at the Grand Serail to finalize debates on the remaining provisions of the controversial draft law on "restoring financial order" and the restitution of deposits.
This third session follows the ones held on Monday and Tuesday — the latter lasting for more than nine hours — during which eight out of 16 articles were already examined in detail.
Among the main directions adopted so far are the maintenance of the state's commitments to the Banque du Liban (BDL) and establishing the financial deficit in coordination with it. The minimum reimbursement amount for depositors has been set at $1,500 per month.
While Prime Minister Nawaf Salam is expressing a desire to pass the bill without prolonging debate, several ministers have noted a rapprochement between him and President Joseph Aoun, which they attribute to the position announced by the Lebanese Forces, who intend to vote against the bill.
The government began discussing the draft bill on Monday, aiming to pass the text before the end of the year. After several hours of discussion, the ministers paused at article 4 out of the 16 included in the draft. "Generally in line with IMF requirements," according to Prime Minister Nawaf Salam, the text provides for sharing the losses among the state, the BDL, commercial banks, and savers, whose number was estimated at nearly a million before the unprecedented economic collapse of 2019.
According to the document, small deposits under $100,000 will be reimbursed at their real value over a four-year period, by monthly or quarterly payments, depending on the account holder's choice.
If the draft law is adopted today in Cabinet, it will be sent to Parliament.
