Baalbeck-Hermel Governor Bachir Khodr indicated in a tweet, "Despite our efforts to establish a shelter for stray dogs and the media coverage of crimes committed against them, we were shocked today by the news of a 10-year-old child setting six puppies on fire in Baalbek. Only one puppy was rescued."

He added that he would file a complaint before the judiciary, noting that education and laws need to be reconsidered.
