President Joseph Aoun presented U.S. President Donald Trump with a comprehensive implementation plan aimed at placing all weapons in Lebanon under the exclusive authority of the Lebanese state, dismantling Hezbollah’s military infrastructure and advancing the implementation of the Lebanese-Israeli framework agreement, informed sources told Al Arabiya.

The plan, presented during Aoun’s talks with Trump at the White House on Tuesday, outlines a roadmap for restoring state authority across Lebanese territory and implementing the understandings reached between Beirut and Israel under the U.S.-brokered framework agreement signed on June 26.

According to the sources, the document sets out the security and military measures expected from both Lebanon and Israel, while also defining the role Washington would play in supporting the agreement’s implementation.

At the heart of the plan is the principle that all weapons in Lebanon must fall under the sole control of the state, effectively ending the existence of any armed force operating outside official institutions. The document specifically addresses Hezbollah’s military structure, identifying its dismantling as a key step toward restoring Lebanon’s sovereignty and achieving long-term stability, particularly in the country’s south.

The proposed roadmap calls for the Lebanese Army to begin deploying in a number of designated pilot zones in southern Lebanon, alongside a gradual redeployment or withdrawal of Israeli forces from those areas.

Under the plan, the Lebanese military would be responsible for ensuring that these zones are cleared of Hezbollah fighters, military infrastructure and weapons stockpiles. Security and military authority would then gradually be transferred entirely to the Lebanese Army, with the aim of preventing the return of any armed presence outside state control.

The document also calls for the dismantling of all armed groups not affiliated with the Lebanese state, with particular emphasis on ending Hezbollah’s military capabilities as a central requirement for implementing the framework agreement and stabilizing the southern border.

The sources said the plan directly links a complete Israeli withdrawal from Lebanese territory with the process of placing weapons under state authority, arguing that both tracks must move forward simultaneously to restore Lebanon’s sovereignty and resolve a security issue that has persisted for decades.

As part of the proposal, Aoun presented U.S. officials with an assessment of the Lebanese Army’s needs, including funding, equipment, logistical assistance and military support required to enhance its capabilities.

According to the sources, the Lebanese president asked Washington to help build a stronger and more independent army capable of extending state authority throughout Lebanon and securing the country’s borders without the need for any parallel armed force.

In return, Aoun urged Trump to use U.S. influence to encourage Israel to carry out a gradual withdrawal followed by a complete pullout from southern Lebanon.

The sources said Aoun views the Israeli withdrawal as a fundamental condition for the success of the disarmament process and for transferring full security responsibility to Lebanese state institutions.

They added that the U.S. administration and relevant government bodies are currently reviewing the implementation document as part of broader discussions on how to put the framework agreement into effect and determine the next steps in southern Lebanon.

According to the sources, the document identifies two main pillars for ensuring future stability: establishing the Lebanese state’s monopoly over weapons and completing the Israeli withdrawal. Together, these measures are intended to prevent a renewed escalation and pave the way for a new phase in which Lebanon’s official institutions assume sole responsibility for security and defense.
