Lebanese Prime Minister Nawaf Salam on Monday called for a clear timetable to implement a U.S.-backed framework with Israel that would ensure a full Israeli withdrawal from Lebanon and pave the way for the Lebanese state to assume control over all weapons, during talks with U.S. Secretary of State Marco Rubio in Washington.

Salam said Lebanon wanted to move from the framework’s principles of reciprocity and phased implementation to concrete steps and results on the ground, according to a statement from his office.

The June framework envisages a gradual Israeli withdrawal alongside the deployment of the Lebanese army and the disarmament of armed groups in the south.

“The next step must be implementation,” Salam said in remarks cited by his office, stressing the need to translate the framework into practical measures that would help restore Lebanon’s full sovereignty, secure Israel’s complete withdrawal from Lebanese territory and place all weapons under State authority.

The meeting at the U.S. State Department was attended by Foreign Minister Youssef Rajji, U.S. State Department adviser Dan Holler, Lebanon’s Ambassador to Washington Nada Hamadeh Mouawad and U.S. Ambassador to Lebanon Michel Issa.

Salam said Lebanon was seeking a renewed partnership with Washington to support efforts to rebuild the state and strengthen its institutions. He called for a clear timeline covering the commitments under the framework, along with a credible mechanism to verify implementation and ensure that both sides meet their obligations.

Such a mechanism would help prevent delays or failures to implement the framework from being used as a reason to derail the process, Salam said.

The framework is already being implemented through so-called pilot zones in southern Lebanon, where the Lebanese army is to assume security control as Israeli forces withdraw. The first three zones — Froun, Srifa and Zawtar al-Gharbiya — were launched in July under the framework and U.S. military coordination.

Salam said the framework should not be viewed solely as a security arrangement. He called for U.S. and international support for Lebanon’s relief, recovery and reconstruction efforts, including rebuilding infrastructure and basic services and creating conditions for displaced people to return to their communities.

He also stressed the importance of continued U.S. assistance to the Lebanese army and strengthening its capabilities so it can carry out its responsibilities and extend state authority throughout the country.

Rubio, for his part, reaffirmed Washington’s commitment to supporting Lebanon and its legitimate institutions, including continued assistance to the Lebanese army and efforts to strengthen its capabilities, according to Salam’s office. He also stressed the importance of implementing the framework in a way that promotes stability and security.

Lebanese broadcaster LBCI reported that the meeting was “very positive” and reflected clear U.S. interest in helping Lebanon emerge from its crisis.

The broadcaster said Salam and Rubio also discussed a roadmap for Israel’s withdrawal from Lebanon to take place in parallel with the Lebanese state extending full control over its territory, along with a mechanism to verify implementation.

Speaking to Lebanese television channel MTV after the meeting, Salam said the talks had gone well.
