Lebanon’s Diplomatic Efforts Lead to Prisoner Release from Israel

An exceptional meeting held in Naqoura on Tuesday led to the first stage of a prisoner handover, with Israel releasing five Lebanese detainees. The meeting was the result of diplomatic efforts and pressure exerted by Lebanon behind the scenes, culminating in a breakthrough in negotiations.

According to information obtained by Al-Jadeed, Lebanese President Joseph Aoun had placed the issue on his agenda since his inauguration. His diplomatic team engaged in extensive negotiations with the United States and France, seeking a resolution to the matter. The process began with a meeting between the U.S. delegation and President Aoun at the presidential palace in Baabda, before the delegation proceeded to Naqoura, where discussions took place.

The meeting resulted in agreements on mechanisms to advance several key issues: ensuring Israel’s withdrawal and the implementation of the ceasefire agreement, the demarcation of the Lebanese-Israeli land border, and the release of Lebanese prisoners—including civilians and Hezbollah fighters—held by Israel.

Diplomatic sources confirmed that this process is set to continue, with dedicated committees being formed to address the three priority issues.

President Aoun was formally informed that, as a result of negotiations led by the committee overseeing the implementation of the cessation of hostilities agreement in southern Lebanon, four Lebanese prisoners detained during the recent conflict had been released. A fifth detainee is expected to be handed over on Wednesday.

In a joint statement, the embassies of the United States and France, along with the United Nations Interim Force in Lebanon (UNIFIL), confirmed the developments.

"The Cessation of Hostilities Implementation “Mechanism” met for the sixth time in Naqoura today. UNIFIL hosted the meeting, with the United States serving as chair, and was joined by France, the Lebanese Armed Forces (LAF) and the Israel Defense Forces (IDF)," the statement read.  

It further noted that attendees discussed advancing the full implementation of UN Security Council Resolution 1701, the full implementation of the November 26, 2024, Cessation of Hostilities arrangement, and next steps for addressing outstanding issues between Israel and Lebanon.  

After the meeting and at the request of the United States, Israel returned five Lebanese citizens being held in Israeli custody to Lebanon, the statement announced, pointing out that the committee will continue to meet regularly ti ensure the full implementation of the agreement.
