Kuwait Places Eight Lebanese Hospitals on Counterterrorism Watchlist

A Kuwaiti committee responsible for enforcing U.N. Security Council counterterrorism resolutions has placed eight Lebanese hospitals on a national watchlist, according to an official decision published Friday.

The designation was issued by Kuwait’s Committee for the Implementation of Security Council Resolutions adopted under Chapter VII, which focuses on combating terrorism and preventing the proliferation of weapons of mass destruction.

The decision requires financial institutions and businesses in Kuwait to freeze any funds or economic resources linked to the listed entities and to refrain from providing them with financial or related services.

The hospitals named in the decision are Sheikh Ragheb Harb University Hospital in Nabatiyeh, Salah Ghandour Hospital in Bint Jbeil, Al-Amal Hospital and Dar Al-Hekma Hospital in Baalbek, Al-Batoul Hospital in Hermel, Al-Shifa Hospital in Khaldeh, Saint George Hospital in Hadath, and Al-Rasoul Al-Azam Hospital in Beirut.

Under the committee’s regulations, individuals or institutions can be added to the list if there are reasonable grounds to suspect involvement in committing, attempting to commit, facilitating, or supporting terrorist activities. Listings may be initiated by the committee itself or at the request of foreign or domestic authorities.

The decision directs all relevant parties to implement the measures immediately in line with Articles 21, 22, and 23 of the committee’s executive rules. Those provisions require the freezing of assets owned or controlled by designated persons or entities, including any funds derived from those assets, without prior notice.

Article 23 further prohibits anyone within Kuwait, or any Kuwaiti citizen abroad, from making funds or economic resources available to listed entities, either directly or indirectly. The ban also extends to the provision of financial services, though it allows accrued interest to continue to be credited to frozen accounts.

Under Article 24, any institution that carries out a freezing order must notify the committee within 24 hours, providing details on the actions taken as well as information on the nature and value of the frozen assets.
